The original asteroid miners; Belters are fans of Larry Niven's Known Space series and other hard-to-hardish science fiction stories.
The stereotypical Belter is known for making back-of-the-car "white lightning" alcohol from whatever starch-based foodstuff may be available. As with all stereotypes, the truth of the image varies depending on the Belter, but one is more likely to find alcohol available in the Main Belt than in the Jovian subsystem.
The largest Belter community can be found on 3 Juno, but the independent streak possessed by most Belters makes Juno City a meeting-ground, not a capital. A few of the smaller Belter communities are Cole Habitats created from mined-out asteroids.
